        • DescriptionThe UN Development Programme (UNDP) and the UN Environment Programme (UNEP) are holding a second round of e-discussions on areas where further dialogue and thinking is needed, as identified during the Leadership Meeting of the Global Consultation on Environmental Sustainability in the Post-2015 Development Agenda, held in San José, Costa Rica, on 18-19 March 2013. This third e-discussion in Phase II, on "Translating global commons and universal agenda to local action and context" takes place in two discussion tracks, on: "Common or Differentiated Responsibilities?" exploring ways to develop a CBDR approach for the post-2015 agenda, including typologies; and "Local Action, Innovation and Empowerment," addressing: how local action and empowerment can drive a transformative agenda for environmental sustainability; how a new set of goals can incorporate incentives that will capitalize on local ecosystem-based initiatives and allow them to flourish; and how to efficiently, effectively and strategically "upscale". The discussion will also consider how to measure the participation and empowerment of local organizations in the sustainable development agenda and how to develop appropriate indicators.
